Sir Seiyefa Durban Doumu, KSC, was a distinguished public servant, accomplished financial administrator, and devout Christian whose life was defined by discipline, scholarship, professional integrity, and unwavering commitment to public accountability. Rising from humble beginnings in the riverine communities of the Niger Delta, he built a remarkable career that culminated in his historic role as the pioneer Auditor-General for Local Governments in Bayelsa State, where he served with distinction and left an enduring mark on public financial administration.

Birth and Parentage

Sir Seiyefa Durban Doumu was born on 17 August 1958 in Gbaranbiri Town, located in present-day Kolokuma/Opokuma Local Government Area of Bayelsa State, Nigeria.

He was born into the respected family of Late Mr. Durban Pamotei Doumu of Imboliwari Compound, Gbaranbiri Town, and Late Mrs. Wai Durban Doumu (née Isowo) of Tamu-Isedani, Okoloba, an area that formed part of the Western Region of Nigeria, now within Bayelsa State.

Sir Seiyefa was the third child and first son among seven children, comprising three girls and four boys in his father’s household. His upbringing was firmly grounded in strong moral discipline, communal responsibility, and family values—principles that shaped his character and guided his life’s journey.

Education and Academic Development

Sir Seiyefa Durban Doumu began his formal education around 1964 at State School, Opokuma (now Group School, Opokuma) in the then Mid-Western Region, where he commenced his elementary education.

He later transferred to Proctor Primary School, Kaiama, where he completed his elementary schooling in 1971, obtaining his First School Leaving Certificate with credit. The extended elementary period resulted from the disruptions caused by the Nigerian Civil War.

In 1972, he gained admission into the prestigious Bishop Dimieari Grammar School (BDGS), Yenagoa, one of the foremost secondary schools in the Niger Delta. During his years at BDGS, Sir Seiyefa distinguished himself not only academically but also in extracurricular activities. He was a passionate sports enthusiast and an accomplished hockey player, earning admiration from both peers and teachers. He successfully completed his West African Examination Certificate (WAEC) in 1976.

Driven by a strong passion for knowledge and self-development, Sir Seiyefa continued to pursue higher education even while working. In 1978, he gained admission into the Rivers State University of Science and Technology (then Rivers State College of Science and Technology).

Shortly afterward, his academic excellence earned him a Rivers State Government Scholarship to study abroad at the University of Southwestern Louisiana, Lafayette, Louisiana, United States of America (now University of Louisiana at Lafayette). There, he obtained a Bachelor of Science (B.Sc.) degree in Business Administration with a major in Finance in 1982.

His pursuit of advanced knowledge continued throughout his life. In 1998, he earned a Master of Business Administration (MBA) from the Rivers State University of Science and Technology.

Committed to strengthening financial transparency and accountability in public institutions, he later specialized in forensic financial investigations. In 2018, he obtained an Advanced Diploma in Forensic Accounting and Fraud Investigation, and in 2023, he earned a Master of Science (M.Sc.) in Forensic Accounting and Fraud Investigation from the Niger Delta University, Wilberforce Island, Amassoma, Bayelsa State.

Career and Public Service

Sir Seiyefa Durban Doumu began his professional career in 1977, when he was employed by the Rivers State Schools Management Board as an Accounts Clerk. From the outset, he demonstrated exceptional diligence, discipline, and commitment to public service.

After returning from the United States, he completed his National Youth Service Corps (NYSC) between 1984 and 1985. Upon completion of the service year, he briefly served as a teacher at Bishop Dimieari Grammar School (BDGS), his alma mater, where he contributed to the academic development of younger generations.

He subsequently joined the Rivers State Post-Primary Schools Board, where he briefly served as a Zonal Coordinator before receiving a permanent appointment into the mainstream Rivers State Civil Service on 17 October 1988 as Auditor II (Grade Level 8/2) in the Office of the Auditor-General for the State.

He served diligently in this office until 1994, when he transferred to the Office of the Auditor-General for Local Governments, Rivers State.

Following the creation of Bayelsa State in 1996, Sir Seiyefa was transferred to the new state. Notably, he was the only graduate officer among those who pioneered the Office of the Auditor-General for Local Governments in Bayelsa State at the time.

By virtue of his qualifications, experience, and competence, he became the Head of the Office and served as the Functional Auditor-General for Local Governments from 1996 to 2003.

In recognition of his professionalism, dedication, and outstanding service, he was substantively appointed Auditor-General for Local Governments and Permanent Secretary on 28 August 2003 by the first Executive Governor of Bayelsa State, His Excellency Late Chief DSP Alamieyeseigha.

In this capacity, he became the pioneer Auditor-General for Local Governments in Bayelsa State. He served with distinction and integrity until his statutory retirement on 17 August 2020, marking over three decades of exemplary service in public administration and financial accountability.


Professional Memberships and Achievements

Sir Seiyefa Doumu was a highly accomplished accounting professional.

During his distinguished career, he enrolled with the Association of National Accountants of Nigeria (ANAN) and qualified as a Certified National Accountant (CNA) in 2004.

He also became a member of the Institute of Chartered Accountants of Nigeria (ICAN), qualifying as a Chartered Accountant in 2005.

He later rose to become a Fellow of the Institute of Chartered Accountants, cementing his reputation as a respected financial professional and public sector accountability expert.

Marital, Family, and Social Life

Sir Seiyefa Durban Doumu was a devoted husband, father, and family patriarch.

He and his beloved wife, Mrs. Adibolouembele Stella Doumu, began their marital journey in 1987 from humble beginnings. Through perseverance, faith, and mutual understanding, they built a strong and enduring family.

Their marriage was blessed with six children.

Sir Seiyefa placed immense value on family life and extended his care beyond his immediate household to include foster children and members of his extended family.

He was known for his warm personality, hospitality, and social openness. A lover of sports and friendly interactions, he maintained cordial relationships with colleagues, friends, and members of his community.

Christian Life and Church Service

Sir Seiyefa Durban Doumu was a deeply devoted Christian.

He began his early Christian service at the Church of God Mission, Woji Branch, Port Harcourt.

After relocating to Yenagoa, he continued his Christian service at Church of God Mission, Aritaline, Yenagoa, Bayelsa State.

Later in life, he joined the Anglican Communion, where he became a committed and active member.

He remained faithful to the Anglican Church until his passing.

In recognition of his dedication and service to the Church, he was honored with the Knight of Saint Christopher (KSC).

Transition to Eternal Rest

On 30th December 2025, Sir Seiyefa Durban Doumu, KSC, peacefully passed away at Health Crest Specialist Hospital, 34 Mbonu Street, Dline, Port Harcourt, Rivers State, at the age of 67.
