Johnbull Ekoi Kotingo was born on 25 September 1947 in Okumbiri, within the Mein/Oyhiakiri clan of present-day Bayelsa State.
He was born to Mr. Kotingo, a son of the renowned Tolubowei whose ancestry traced back to the Ogboin Kingdom. His father was a polygamist.
His mother, Gold Ere, hailed from the Gbosombiri family of Agoro community in Sagbama Local Government Area. She gave birth to only two children—Johnbull and his younger sister, Afulani Kotingo. Sadly, she passed away in 1949 when Johnbull was just three years old, leaving him to grow up under challenging circumstances.
Education
Johnbull Ekoi Kotingo began his education at the Church Missionary Society (CMS) Modern School in Okumbiri in the early 1950s, where he obtained his First School Leaving Certificate.
He later attended Secondary Modern School, Okumbiri, where he completed his studies and obtained the General Certificate of Education (GCE) in 1963.
Career and Professional Achievements
Before pursuing a career in law enforcement, Kotingo briefly worked as a teacher at his alma mater, Secondary Modern School, Okumbiri.
He later travelled to Lagos State, where he enlisted in the Nigerian Army. However, he resigned shortly before the outbreak of the Nigerian Civil War.
Determined to pursue his true calling in law enforcement, Kotingo later joined the Nigeria Police Force. He was trained at the Police College in Ikeja, after which he was posted to Degema Divisional Police Station in Rivers State.
His dedication and exceptional investigative abilities soon distinguished him among his peers. Known for his courage and integrity, Kotingo was among the few police officers of his era who firmly rejected bribery, regardless of the status of the individuals involved in cases.
Over the years, he served in numerous strategic positions across the country, including:
- District Police Officer (DPO) at several police divisions nationwide
- Officer-in-Charge, Criminal Investigation Department (CID) in Port Harcourt and Calabar (2000–2001)
- Commandant, Police Training School
- Area Commandant, Gboko
- Officer-in-Charge, State CID Makurdi
- Officer-in-Charge, X-Squad Alagbon, Lagos State
Through years of dedication and professional excellence, he rose to the rank of Deputy Commissioner of Police (DCP) before his retirement from the Nigeria Police Force in 2002.
Community Service and Leadership
After retiring from active police service, Kotingo continued to contribute to society and public safety.
He served as Chairman of the Retired Police Officers Association, a position he held until his death in 2016.
He was also appointed as a member of the Bayelsa State Security Advisory Committee during the administration of Goodluck Ebele Jonathan, who served as Governor of Bayelsa State from 2004 to 2006.
In this role, Kotingo provided valuable advice on security and public safety matters within the state.
Personal Life and Character

In his early years, Kotingo was a member of the Jehovah’s Witnesses. However, in 1986, he converted and became a devoted member of the Deeper Life Bible Church, where he remained an active and committed believer until his passing.
Death and Legacy
Johnbull Ekoi Kotingo passed away on 10 June 2016 in Yenagoa at the age of 69.
He was later laid to rest in his hometown of Okumbiri in Sagbama Local Government Area of Bayelsa State.
Today, he is remembered as a principled police officer, devoted family man, and respected community leader whose life was defined by service, integrity, and compassion.
